The easiest way is to click on Start -> All apps -> Windows Tools folder.

Alternatively, open the Control Panel and go to System and Security, then select Windows Tools at the bottom of the page.
Yet another way to access Windows Tools in Windows 11 is via File Explorer. Open Windows File Explorer, then copy and paste the line below into the navigator box and press Enter.
